  1. Hasselwander, Peter

    Hello, Tuning Blog Team,
on the subject of aggressive compact - Mazda 2 with Knight Sports body kit.
I have a question about that. I would like to order this “body kit” tuning parts for my Mazda 3. But now I am totally confused about ordering this kit. When the TÜV in Germany throws a spanner in the works because either reports are missing or material reports and are then stuck on the costs (I am aware of that). But how should you present your car to the TÜV without having installed the parts on the car yourself (via a workshop)? Unfortunately, even such attachments can only be found abroad. For the Mazda 3 itself, I have not found anything better or comparable to the one described above in Germany to facilitate or guarantee the registration with the TÜV.

What is the best way to solve this situation so that this kit can be recognized and registered or that it does not remain at the expense and that it goes into the basement.
I hope that maybe you have a solution or tips.
It's a horny bodykit that has never been there before.

Thank you if you have information, tips or solutions.

  2. Hello Peter,

we are pretty sure that no documents are supplied with the body kit that have any meaningfulness in European or, especially German, space. Basically, this is also the prerequisite for receiving at least one individual acceptance. Maybe you just ask directly at a TÜV / Dekra office in your area and get all the information that the body kit should contain in order to be registered in Germany. Once you have received the information, please do not hesitate to contact us and we will ask the manufacturer directly whether the requirements are met.

    Best Regards,
    Thomas Wachsmuth

      Hallo,
here the first information from the Dekra test center (material assessment)
      My question was:
      Question:
To the rear apron, bumper and spoiler. I need a material report for the parts mentioned. Since the parts come from Japan. To the question: Can you have a material report prepared for you? If so, what do you need (the bumper or is a piece of material from the production sufficient)? And what would that cost? If it has passed, what is the next step to have it registered or what would the costs be for me? MfG Peter

      Dekra

      Dear Mr. Hasselwander,

Thank you for sending your request.

We are happy to answer you:

However, we were not able to infer from your request whether you received a sentence of the above
Have acquired parts or plan to sell them in large numbers.

Attachments and subsequent changes are initially prohibited and must be done
be checked for usability and, if necessary, their cultivation approved
      .

If a test certificate (ABE or parts certificate) is available that serves as the basis for
a change acceptance according to § 19 paragraph 3 StVZO can be used and the
the specified range of use and any existing requirements are complied with
changes can be accepted at any DEKRA test center.

An existing ABE or another test certificate mentioned above can be accepted
exempt if your vehicle is listed in its area of application and the
Conditions are met. The document explicitly states that a
Acceptance and, if necessary, correction of the vehicle documents was not considered necessary
becomes. The obligation to carry this document then applies.
However, this is unusual in the case of a parts certificate, so that an acceptance test can be carried out
      needs.

A material report or the modern form, an "expert opinion",
like they like for rear aprons, bumpers, spoilers or other attachments
provided by manufacturers can be used in non-series production
Share only in the context of an individual acceptance in accordance with Section 19 (2) StVZO in conjunction with Section 21
StVZO as additional protection for an officially recognized expert
serve as a "Technical Inspection Center for Motor Vehicle Traffic" (TP) if the
Component-material assignment would be guaranteed beyond any doubt.
Therefore, something like this is only for small-scale manufacturers of parts, which your parts then too
label accordingly and ensure that the parts are always
are manufactured in the same quality and quality.

With the tasks of the "TP" DEKRA is only in the new federal states
(Mecklenburg-Western Pomerania, Saxony-Anhalt, Brandenburg, Thuringia and Saxony)
and Berlin, these tasks are the responsibility of the TÜVs in the old federal states.

Before the change and for further questions you should contact the official
recognized experts who ultimately accept the acceptance
      will perform.

In the event that you plan to sell such parts, we advise you
according to the expected number of pieces, other test certificates, such as parts certificate or
      ABEse or EC component permits.

The preparation of such reports on finished parts does not make sense, because
the material samples are destroyed during the tests (keywords: splinter, breakage and
      possibly fire behavior).

The contact person would then be our technical service, which also includes the experts
Can create opinions as evidence for materials.

        Then I asked this question.
        Hallo,
It is a private purchase from abroad "Japan" and would like to change the look of my car. My problem is that there is no certificate (front apron, rear apron and spoiler). All I know is that it's made of fiberglass.

My question is, is the front apron or each part used for the splinter test or is a large piece (30 × 30cm) from the production sufficient. I also wanted to know what a material report or partial report costs. Since I wrote as above, there is no expert opinion!

I only know that the inspection and acceptance of the add-on parts costs between 500 and 700 €. But no acceptance without a material report. If a partial report is possible, what would it cost?

        Mfg Peter

        Dekra:
        Dear Mr. Hasselwander,

Neither a parts certificate nor a material certificate are suitable for you.

Parts certificates can be created by parts manufacturers who want to enable their customers a simple acceptance procedure. The manufacturer must be certified in accordance with certain quality requirements and regularly demonstrate them.

In the case of material appraisals or nowadays an expert opinion on a material, the component material assignment and thus marking must be guaranteed. In your case, this would only be possible if material samples were taken directly from the attachments by the inspector. Perhaps the manufacturer part samples (50 in 300 x 300 mm) could be sent to our technical service for testing. But then he also has to confirm that your parts were manufactured exactly according to the same procedure.

Please try to obtain a corresponding proof from the parts manufacturer that meets the German requirements and could be accepted by the expert as part of an individual assessment.

Many decisions and demands under current regulations,
Guidelines and leaflets are within personal discretion
        of the respective expert.
If evidence or tests are required for this, these must be carried out
        lead and evaluate individually.

Decreases that the one may make during these assessments
        Someone else may refuse strictly.
It also comes down to the equipment and technical testing options in the
respective test center. The expert must be able to assess whether
a safe use of the vehicle with the
        Components is expected.

        With kind regards,
