More expensive again - vehicle tax reform from 2021 a done deal!

On Thursday evening the Bundestag has the announced new Tax reform for motor vehicles from 2021 adopted. So far, vehicles registered in the FRG have been taxed on the basis of various factors, such as the cubic capacity. The future legal situation will mainly shift the focus towards environmental protection and emissions and will increase the taxation for newly registered bodies from next year. The tax exemption that previously existed for owners of purely electric vehicles has been extended. Owners can look forward to an extension up to and including 2030. The federal government wants to achieve that by 2030 up to 10 million electric vehicles will be on German roads.

Climate activists doubt its effectiveness

Climate protectors doubt the effectiveness of the average EUR 15,80 that taxpayers have to shell out more each year. Criticism in the Bundestag came primarily from the Greens. "With its poor reform, the federal government will hardly accelerate the switch to clean e-cars or more economical cars, ”said Green parliamentary deputy Oliver Krischer at a press conference. New cars in Germany emit the most CO2 compared to other European countries, but the tax situation is more favorable than in many other countries. According to a study by the Ecological-Social Market Economy Forum, which was commissioned by the Green parliamentary group, the new legislative planning is unsuitable for causing a significant change in the German motor vehicle market and making the purchase of clean electric vehicles more attractive.

Concerns also came from the traffic expert of the Federal Environment and Nature Conservation Germany (BUND), Jens Hilgenberg. "There are hardly any incentives to buy lower-emission or even so-called locally emission-free vehicles instead of highly emitting bodies. Driving cars with high fuel consumption will have to become significantly more expensive and unattractive if the federal government is serious about climate protection.“For him, the reform represents mere actionism by the federal government.

For ADAC traffic president Gerhard Hillebrand, the reform is at least a step in the right direction. "Looking to the future, we must systematically and completely align vehicle tax with CO2 emissions in order to achieve an optimal steering effect.“Most recently, in 2020, state subsidies were increased as an incentive for purchasing an electric vehicle. In order to achieve climate goals, however, the main focus should be on limiting emissions in traffic.

Changes to the calculation from 2021

The tax currently consists of the well-known engine displacement and CO₂ components. But the latter will change and become sharper as a result of the reform. For approvals from January 1, 2021 there will be a gradual increase in the tax rate depending on the CO₂ emissions. If you then drive a large, high-horsepower car, you pay more. First you determine the tax for each level individually, then all contributions are added together:

Carbon dioxide per KM Increase in tax rate
95 grams 0 Euros
96 - 115 grams 2 Euros
116 - 135 grams 2,20 Euros
156 - 175 grams 2,50 Euros
176 - 195 grams 2,90 Euros
About 196 grams Maximum amount of 4 euros

Examples of the 2021 automotive reform

  1. A petrol engine with a displacement of 998 cubic centimeters and CO2 emissions of 114 g / km will be not more expensive. So you still have to pay 58 euros a year.
  2. A gasoline engine with a displacement of 1498 cubic centimeters and CO2 emissions of 145 g / km will be more expensive. Instead of 130 you then pay 139 euros a year.
  3. A diesel with 2967 cubic centimeters and CO2 emissions of 221 g / km then costs 649 instead of 537 euros.
  4. A hybrid gasoline engine with a displacement of 2999 cubic centimeters and an output of 200 g / km has to pay 340 instead of 270 euros.

How long does the vehicle tax have to be paid?

Furthermore, the vehicle tax must be at least 1 Monat long to be paid. It does not matter whether the vehicle was deregistered after a few days. The aim is to curb the administrative burden for short approval periods. Exceptions still exist for transfers to another vehicle owner. If this is the case, the exact day will be billed. This avoids double taxation.

Vehicle tax costs for e-cars?

As the owner of an electric car, you have financial advantages over vehicles with internal combustion engines. E-cars are exempt from road tax for a certain period of time freed. If the period is over, then there is a reduced tax rate of 50%.

  • E-cars that were first registered by May 17.05.2011, 5 were exempt from vehicle tax for XNUMX years.
  • E-cars with initial registration from May 18.05.2011, 31.12.2020 to December 10, XNUMX are exempt from vehicle tax for XNUMX years. The same applies to vehicles that have been converted to electric drive during this period.
  • A hybrid vehicle is not tax-privileged.

To calculate the vehicle tax for e-cars ONLY the gross vehicle weight (GVW) of the vehicle is used as a basis. The key factor is that traffic law permitted total mass. It deviates from the technically permissible total weight. You can read the point under the statement Field 2 (F.2) in the registration certificate part I.

Calculation of vehicle tax for e-cars

More expensive again - vehicle tax reform from 2021 a done deal!

If you want to calculate the annual tax amount for electric cars, you have to divide the total weight by 200 and then multiply by the corresponding tax rate. The sum is rounded to the nearest full euro. Calculation example: A car weighs 1900 kilograms and thus corresponds to the first category. The tax rate is therefore 11,25 euros for every 200 kilograms or part thereof.

  • 1.900 kg / 200 kg = 9,5 (corresponds to 10 x 200 kilogram steps)
  • 10 x 11,25 euros = 112,5 euros (rounded down to 112 euros)
  • Reduced / reduced annual vehicle tax: 56 euros
