Tuning papers: ABE, parts certificate, EC approval!

The tuning luck also depends on a variety of special documents. If the required papers are not available, the insurance cover can quickly and even the registration of the vehicle expire. In the field of tuning, there are also different regulations for the different tuning components. Often the so-called EC type approval, the general operating permit (ABE) and Teilegutachten for the vehicle parts but off. Other parts, on the other hand, can only be used with one individual acceptance from a recognized one Test organization such as DEKRA, TÜV, KüS and Co. can be used legally on the vehicle. But what's the difference? And how can you know which certificate you need for which component? The following guide will provide you with the answers to these questions and much more.

ABE, parts certificate, EC approval

Tuning papers: ABE, parts certificate, EC approval!

What do I need the parts certificate for?

  • A parts certificate is proof that the tuning measures on the vehicle comply with the vehicle registration regulations. In order for the changes to the vehicle to be entered in the registration certificate, they must be submitted to the vehicle registration authority.

How do I get the parts certificate?

  • This report is issued by recognized testing organizations such as B. TÜV issued.

What is checked during the parts report?

  • In contrast to the main inspection, the parts report does not examine the entire vehicle, but only the modified parts.

Why is the parts certificate important?

This report has a special meaning when tuning. If a vehicle part that requires a parts certificate is installed during tuning, it is usually necessary to obtain a professional assessment from a testing organization. The testing organization then decides on the admissibility of the structural measures Individual case. After installation, the parts certificate must be submitted for approval. Both are assessed by the testing organization. If you do not have the installation checked, although it would be necessary, your operating license for the vehicle will expire. It doesn't matter whether the tuning measures are allowed or not.

The functionality of the new components must also be checked. The tuning measures are then approved by a testing organization such as DEKRA, TÜV, GTÜ and Co. If the structural measures are approved by the testers, then these are usually included in a Test certificate registered. You must do this together with your vehicle documents always carry with you. If you cannot present the papers during an inspection, the operating license for the vehicle is no longer valid.

Parts certificate - What is checked?

Unlike a main inspection not the entire vehicle controlled. Instead, only the tuning measures are checked for the following points:

  • Possession of parts certificates
  • Capability of the functions of the new component and the vehicle after installation
  • the requirements and compliance with them
  • Issuance of the test certificate

With the certificate of the change acceptance go promptly (does not have to be immediately) to the responsible registration office and have the structural measures entered in the registration certificate. If the vehicle documents have been completed accordingly, the test certificate must be carried at all times not necessary anymore. Of course, you should always carry the vehicle documents with you. Only after this process has been completed is your vehicle secured with the structural changes and will retain its registration and insurance cover.

other certificates

A parts certificate is not in every case necessary. In many cases, the presence of other certificates that are included with the purchase of the components is sufficient. In particular, this includes the type approval and the general operating permit for vehicle parts. A combination of at least two or three receipts is usually required. However, a corresponding submission of the certificates is not always possible. This is mainly the case with tuning, when not only a special component has been installed, but also in the case of major changes such as lowering the body. Usually you need one individual acceptance by an officially recognized expert (aaS). Questions: Is a parts certificate required for new rims? For which tuning measures do you need a parts certificate? When are documents such as type approval and ABE sufficient?

The general operating permit - ABE

A type approval can for modification acceptance lead, according to DEKRA. For taking one Installation or removal a component certificate is required instead. The abbreviation ABE can be misleading, as it actually stands for the general operating permit for vehicle types. Each individual vehicle type has its own ABE, which is retained from initial registration to scrapping or confiscation. Many different reasons can lead to a withdrawal of this ABE. That also includes serious defects, but also impermissible modifications. The conversion measures are very popular with tuners, but without a valid ABE for the added or exchanged components, approval for the entire vehicle can be lost go out. If you speak of an ABE in connection with tuning, you mean the approval of the individual components:

"The operating license can also be granted separately for parts of vehicles if the part forms a technical unit that can be dealt with independently in the licensing procedure. If the parts may only be used on vehicles of a certain type, or only with a certain type of installation or attachment, the operating license must be restricted accordingly.“.(§ 22 paragraph 1 StVZO)

The papers that should accompany the newly purchased spare parts or car accessories should contain the following information:

  • Is the component permitted for your vehicle?
    - If not, the assembly is not permitted and the registration of your vehicle is no longer valid.
  • What is the purpose of the component?
    - Misuse of a component, such as fenders, rims, headlights, etc., can also lead to withdrawal of the vehicle registration.
  • What installation conditions and requirements must be met?
    – Questions like “Do further vehicle modifications have to be carried out so that you keep the ABE?"Or"When may a component not be installed?"Or"Do you need further documents?“ are crucial here.
  • How must the component be installed?
    – Many instructions for installing individual parts may contain information that incorrect installation can lead to serious damage to the vehicle. In such a case, the help of a specialist is advisable.

The admissibility of tuning measures not guaranteed by an ABE certificate. It may be that different components at all must not be built together. Keyword: mutual influence in combinations of changes. Although the corresponding ABEs are available, the operating license may also be invalid in such a case. For this reason, you should always get it from a trustworthy professional seek advice. In certain cases, an official report is required in addition to the ABE.

The uniform standards of type approval!

According to § 21a StVZO, vehicle registration is not jeopardized by the installation of car parts if a international test mark is specified. For individual vehicle parts that have to be built according to international specifications, a national type approval (international ECE approval or EC type-approval) needed. The regulations of the European Parliament apply to all EU member states. For the following vehicle parts set a link from your homepage to Fewo-von-Privat.de a type approval is available:

  • the windows of the vehicle
  • the tires
  • the lighting equipment and the means of lighting
  • the seat belts
  • Truck and car connection devices.

Assembly is not permitted in Germany if no valid permit of the vehicle parts for Germany is available. If you install these parts despite everything, the vehicle registration expires. But how can you tell if you have the necessary approval? Unlike the ABE or a parts certificate, the component is not just accompanied by a certificate. Instead, the components have corresponding markings that vary depending on the type of approval:

  • national type approval: Identification with a national test mark, composed of a wavy line, letters and numbers.
  • international type approval: (§ 21a Paragraph 2 StVZO) - Identification by an "e" in a rectangle (EG type approval) or "E" in a circle (ECE approval) and the letter for the country. The components approved in Germany have the number "1".

If you change vehicle parts that have a type approval, the validity and thus the approval of the report for the component expires! If you install such modified components on the vehicle, the approval for the entire vehicle and the insurance cover are no longer valid.

When is an individual acceptance necessary?

According to § 21 StVZO, the individual acceptance is always necessary if there is a unauthorized vehicle type heard. The procedure should already be known to one or the other tuner. If the operating license was withdrawn due to impermissible conversion work, a individual acceptance required by the state-approved examiner. The operating permit can only be re-issued once this certifies that the vehicle is permitted. The examiner presents the results of the test in an official report. The registration office then enters the change in the registration certificate, provided there were no objections.

Extensive modifications to the vehicle are only permitted after registration.

If your modified vehicle no longer meets the regulations of the StVZO, a Prohibition of use follow until the necessary corrections have been made. In the tuning area, an individual acceptance is often required as soon as more than just a part has been installed or removed or major conversion measures have been taken. For the preparation of expert opinions, you should always only contact state-approved testing organizations. The individual acceptance by the TÜV and Co. must be entered in the vehicle documents, otherwise the operating license will expire.

What is the KBA number?

The Key number (HSN/TSN) is important when you need to check whether a component is suitable for your vehicle type. KBA stands for the Federal Motor Transport Authority in Flensburg, which is responsible for central vehicle registration and the storage of vehicle and vehicle data. A specific key number can often be found in a component that is permitted for the vehicle type. If the type number of the component matches the number on your registration certificate, you can be sure that the component is suitable for your vehicle.

How to find out the KBA number:

You can use your registration certificate part 1, i.e. your vehicle registration document Type approval number . refer

  • in the old vehicle registration document: fields 2 and 3.
  • in the new vehicle registration document: fields 2.1 and 2.2
  • The KBA number is also stamped on rims and other components.
