Battery deposit - how does it actually work?

Nowadays the legal situation is after §10 Battery Act (BattG) in matters Battery deposit so regulated that everyone who Starter batteries sold, is also obliged to do so at the same time Deposit of 7,50 euros including sales tax to be levied. The legal regulation only applies if you buy a new starter battery no old battery gives off.   1. My uncle works at a scrap dealer and often receives batteries. I didn't know that anyone who sells starter batteries is also obliged to charge a deposit of 7,50 euros including sales tax. I ask my uncle how the pawn is then regulated in the scrap trade.
