MPU: when the medical-psychological assessment is required!

Losing a driver's license is a major setback for many. Mobility problems can therefore arise in professional life and in everyday life, which lead to great difficulties and even cost the job. And getting your driver's license back can be complicated if you have a MPU (Medical-Psychological Examination) have to complete. The diarrhea rate is considered high. When is an MPU necessary?

A medical-psychological examination becomes relevant for people whose driver's license was revoked due to traffic offences. In contrast to a driving ban, which is only temporarily imposed due to a red light violation, for example, the revocation of a driving license generally means that you are no longer authorized to drive a motor vehicle. While you automatically get your driving license back after a driving ban, you have to apply for a new driving license if your driving license is revoked. As a rule, a blocking period is imposed on the person concerned. At the earliest, 6 months before the expiry of the period, a new license can be applied for at the driver's license office. Often the condition for this is the implementation of an MPU, popularly also Idiot test mentioned.

The main reasons for the withdrawal of the driving license with MPU condition are mainly alcohol violations, such as driving with more than 1,6 per mille. However, problems can also be had with significantly less alcohol. And things like committing traffic offences, drug addiction, gross or repeated traffic violations, and reaching or exceeding 8 points in Flensburg are reasons for withdrawal. If the MPU is required, the person concerned must apply in writing to an assessment center for the MPU to be carried out.

What is the purpose of the MPU?

The MPU has existed in Germany since 1954. The applicant's fitness to drive is assessed. The basis for the driving license authority to withhold or reissue the driving license is the report. The MPU is intended to assess how high the risk is that the person concerned will become conspicuous again. The likelihood of a new license being granted is high if the traffic-medical and traffic-psychological results from the driving license authority indicate that the person concerned has changed his behavior and attitudes. If there is a positive prognosis in the report, this is no guarantee. In case of doubt, the competent authority can still refuse to grant a license. However, that is almost never the case.

Who conducts the MPU?

There are officially recognized "assessment centers for fitness to drive", called BfF for short. Approval for the BfF is usually granted by the Federal Highway Research Institute (BASt). Those affected can choose the BfF freely, the driving license office only names MPU offices in the vicinity.

Does it make sense to prepare for the MPU?

The key to success is early and intensive preparation. In order to pass the exam, those affected should therefore invest time and money in appropriate courses. According to the Federal Highway Research Institute (BASt), those affected who inform themselves in good time and seek professional advice pass the MPU on the first attempt in four out of five cases. To find out about the process, the content and serious preparation options, it is useful to attend free information evenings offered by various organizations.

This preparation is specifically about rethinking your own attitude. However, professional help may be required for this, but this has its price: Individual coaching can easily result in four-digit amounts, because ten one-hour consultations for around €100 to €150 each are common. As an alternative, there are group counseling courses which cost around €600. The person concerned draws up a roadmap with the advisor on how to successfully return to a driver's license.

Recognize a reputable MPU coach?

Unfortunately, anyone can conduct MPU preparatory courses. Unlike the counseling centers, you do not have to be officially recognised. According to TÜV Süd, qualifications include a diploma or a master's degree in psychology and training in traffic psychology. In addition, the consultant should be well versed in diagnosing alcohol and drug consumption as well as road traffic law. A reputable consultant can also be recognized by the fact that he requests documents such as previous reports or correspondence with the driving license office, takes notes during the consultation and at the end issues a consultation result or a certificate of participation.

Providers, with wild statements like "learn the right answers","we train the questions of the MPU" or who even praise acting lessons or with "Success or money-back guarantee“ advertise are usually dubious. A good counselor should also not pressure the person concerned to memorize made-up stories.

What happens at the MPU and how much does it cost?

If you have lost your driver's license due to alcohol and drug consumption, proof of abstinence is required for the MPU. Urine tests or hair analyzes can incur a fee of a few hundred euros. There are also fees for the MPU itself. However, the assessment center is responsible for the prices itself. Examinees can therefore also make price comparisons. However, you should definitely reckon with around €500. Including coaching, proof of abstinence and the MPU test, costs of €1.300 to €2.500 quickly become due. The approximately two to three-hour "idiot test" is divided into a medical examination, during which blood can also be taken, a reaction test and a psychological interview.

In the MPU process, the MPU expert examines whether you have learned from the mistakes and whether you will change your erroneous behavior in the future. Among other things, you should explain what you did wrong at the time. The appraiser would also like to know how the current change in behavior came about and how one would like to ensure that the previous errors do not occur again. You should be open and honest in the conversation, because the experts are experienced and will notice when someone is trying to pretend something. At the end of the examination, the assessor can already give an indication of whether you have passed or not. You have to wait a few days before the final MPU result is sent to the test subject in writing. If the prognosis is positive, it is handed over to the driving license office.

MPU: Failed. What now?

If you fail the MPU, you can repeat the examination. There is no blocking period for this. However, before the second attempt, you should take the time to work on the reasons for the rejection. Incidentally, the report also specifically shows what was decisive for the negative assessment in the meeting.
