  1. Due to the legal situation, there is a lot of arbitrariness by the authorities. A current example is the case from Dresden. Where a special police officer didn't care about any reports or even a 4min old TÜV report and the car was shut down because of alleged illegal tuning by a Dekra inspector who was friends and who also hated tuners.
    And that is not an isolated case, but everyday life.
