Inward processing? Vehicle tuning abroad and the pitfalls!

It wouldn't be surprising if, as a Swiss person, you didn't think about tuning your vehicle in Germany for at least a moment. Because, in theory, materials and working hours are less expensive in Germany than in Switzerland. However, the German state would like to earn money. If you're a Swiss citizen and you've bought your dream car - for example an older BMW convertible - and you might want to take it with you Restomod dream object rebuilt, then it often requires a competent expert hand. A DIY tuning in the garage is ruled out in 99% of cases. the Catering, the installation of the dashboard, the seats including rails, the replacement of the shock absorbers and the tuning of the old engine (or the installation of Crate engine), all this must usually be carried out by a specialist workshop.

What exactly is done?

Inward processing? Vehicle tuning abroad and the pitfalls!

In theory, the intention is now to commission a German tuning workshop not far from the Swiss border with the request. However, before the owner of the car sets off for the neighboring country, a precise analysis of the situation is required. Part of this analysis must be what exactly is to be done with the car. If this is not precisely defined, serious problems with customs can result. It makes a big difference whether the car is brought from Switzerland to Germany for tuning or whether it is for repairs / maintenance.

Customs language: temporary admission

Customs defines temporary use as a case where a vehicle is being serviced or repaired. The term applies not only to various adjustment work, but also to maintenance and repairs that serve to preserve the vehicle. The feature here is that the car is not changed significantly. So if a defective exhaust system, defective dampers or rusted through Replaced sills, then this is one such case.

Customs language: inward processing

This is when the vehicle is sustainably improved in terms of performance and value through measures. The vehicle is more valuable after the conversion than before. If the Swiss owner of the BMW convertible pursues such an intention of finishing in Germany, the customs in Switzerland must be informed of this. This is free of charge for the vehicle driver if the processing costs in Germany are less than 300 Swiss francs, which of course is usually never the case. If the finishing costs are higher, the owner has to pay 7,7 percent Swiss sales tax on the service carried out. Upon import, the owner must report the finishing measures without being asked and also submit the corresponding invoices. That sounds uncomplicated if it weren't for the customs in Germany.

German customs and inward processing!

It seems once again as if the German customs wanted to deliberately put obstacles in the way of vehicle drivers/owners from abroad when tuning. In general, our father state is known to be very stuffy and negative when it comes to tuning, and the way German customs are handled is another prime example of German bureaucracy and harassment of car tuners. First of all, a written customs declaration regarding the transfer of the car must be observed. For customs, the process the import of the vehicle to Germany, the repair or the Tuning and the subsequent export as so-called "inward processing".

How inward processing works in Germany!

In order for active processing to take place, this must be applied for in writing when you actually enter the country. For this purpose, the form set 0747 of the single administrative document and the supplementary sheet 0254 for vehicle drivers from other German countries must be observed. The single paper is available – as far as we know, from some German chambers of industry and commerce as well as from specialist retailers. In addition, a single administrative document is also available online on selected pages such as mash paper .

The following information is mandatory for the customs declaration:

  • a) full address and name of the applicant, the parties and the notifier
  • b) Form of active refinement, e.g. tuning of the engine, conversion of the body, refinement of the interior, etc.
  • c) means of identifying the necessary goods/products
  • d) Completion period for the procedure / conversion
  • e) recommended customs office for the termination of the procedure
  • f) Place where the inward processing is carried out, including address
  • g) proposed transport formalities

However, registration by the tuner itself is also possible. However, this requires the so-called EORI number, which can be requested from the General Customs Directorate (master data management, Carusufer 0351-44834, 444 Dresden) both via the Internet participant application (IBA) and by fax (0870-3-5) including form 01099 can. After this has taken place, the inward processing is approved by the customs office, which takes place by accepting the customs declaration. In addition, the processing certificate (form 0789) is issued by the customs office. However, a security has to be deposited for the customs procedure. The tuning could actually start now, but of course the car has to go back to Switzerland.

Electronic registration at the locally responsible export office for customs matters is necessary before the "converted" BMW convertible can be driven back to Switzerland. An export procedure consisting of two stages and the pre-production of the vehicle are indispensable for this. Incidentally, in the case of inward processing and stating your own name, it is exceptionally possible to submit the export declaration together with form 033025. However, it is necessary to present the processing certificate at the customs office. This enables the customs office to check that the processing has been properly completed. Once the export process is complete, the security deposited is also released again. Since this procedure is very extensive, it is recommended to visit a special customs forwarding agent or customs agency. This provides help with formal matters, whereby you can particularly benefit from the experience in customs procedures. In addition, the technical requirements for an electronic customs declaration are also met there.

Tuning abroad is more complex than expected

It is a misconception that tuning a foreign vehicle in Germany can be done cheaply and quickly. The bureaucracy and tight regulations make the process (deliberately) cumbersome. Nevertheless, the effort can ultimately bring advantages. However, this depends on the individual case. The basis for the weighing should therefore be the written listing of all necessary expenses in connection with the customs procedure.
