The change acceptance according to Section 19.3 of the Road Traffic Licensing Regulations (StVZO) is a mandatory procedure in Germany that ensures that technical modifications to a vehicle comply with legal regulations and do not pose a risk to road safety. Modifications to vehicles, especially those that affect the behavior of the vehicle on the road or the emissions, must be accepted by a recognized testing organization and entered in the vehicle documents.

Some examples of changes that require change approval are:
- Conversion to other wheels or tires
- Engine performance increase
- Changing the vehicle height (e.g. by lowering)
- Installation of gas systems
- Modifications to the braking system
- Installation of spoilers or other aerodynamic attachments

The change acceptance according to §19.3 StVZO is carried out by an officially recognized testing organization such as TÜV (Technical Monitoring Association), DEKRA or comparable institutions. These organizations are authorized to check compliance with legal regulations and to make corresponding entries in the vehicle documents. If acceptance is successful, a certificate is issued and the technical change is noted in the vehicle documents (registration certificate part I and/or part II).

For the check after the conversion, you should have the modified vehicle and the following documents with you:
- vehicle registration (Registration Certificate Part I)
- All documents accompanying the change parts
If the installation or attachment has been carried out correctly, you will receive one from the testing organization Cultivation certificate. It is best to keep these together with your vehicle documents. It is not necessary to change your vehicle documents.
