Are brake mounds / speed thresholds / braking thresholds discrimination?

Is a brake mound (also speed threshold, braking threshold, roadway threshold, etc. gennant) Discrimination for drivers of a lowered vehicle? This view is at least the Irish citizen Christopher Fitzgibbon who wants to sue the small town of Galbally in Limerick (Ireland). Reason are damage to his lowered VW Passat in the amount of about 2.300 €. In March 2016 Fitzgibbon has lowered the Passat, so that at the deepest point of the subfloor only about 5 cm ground clearance prevail. In September 2018, the city has installed several speed bumpers in the place which supposedly have a height of about 6 cm. As a result, the Fitzgibbon roads with the speed thresholds can no longer drive and therefore must take some major detours in purchasing. And that's exactly why he feels discriminated against.

As a driver of a lowered vehicle, he is denied the right to drive on these roads. However, the city council of Limerick denies the claim of Fitzgibbon. According to Traffic Calming Policy Document the thresholds are only about 3 cm high. As far as we know, the discussions with the building authority were even palpable. But that's not very understandable for us. If you lower your car, you have to expect such problems. If the Passat were standard, the trouble would not exist. Then to turn to the city in the hope of driving for miles and alleged damage to receive money is pretty naughty. And apparently the lawyers of the city / building office have seen the same way and Mr. Fitzgibbon so similar communicated. And when we look at the vehicle, as well as the brake hills, we wonder how such a high damage should occur here. Neither the Passat is particularly deep nor the brake mounds particularly high.
